Actually at the time of the Katrina vote, this seat was held by Leroy Otter. So Otter is technically the Katrina 11 member. But he went on to be Idaho’s governor and was replaced by Bill Sali. Still, when it comes to mean-spirited Republicans, I hold grudges. My opposition to the Katrina 11 extends to their hand picked successors.
